Could Not Commit Transaction (err)

Hi,

I am having strange error, this only happened on 1 vendor code, the others are fine. When I create outgoing payment for this vendor I can open journal entry preview BUT when I click Add there is error : Could Not Commit Transaction (err). No problem with other vendor code

BUT if I do this with admin/super user ID, the transaction can be added successfuly. Is this problem with the user auth ? if yes why only happened on 1 vendor code ?

I am using SAP B1 for HANA ver 9.0 PL15
